MTRScan: catch a bad mill cert before it holds up a shipment

Upload a material test report (MTR). We pull out the heat number, chemistry and mechanical results, then compare them with the grade you pick and flag anything out of range, so your receiving inspector can see in seconds where to look.

⚠ This is an inspection aid, not a certification. It can misread a PDF, and the built-in limits are UNVERIFIED summaries that may not match the spec revision, product form or size on your PO. A qualified person must check every value against the governing spec and the purchase order before material is accepted.
